From the instruction manual :

Fill the inner container with 1/2 quart milk (2 cups), and then add the yogurt starter . Stir with a whisk until dissolved .
Add the remaining 2 cups of milk and stir again.
Cover with the lid of the inner container .
Pour boiling water into the outer container up to the indicated fill level . Carefully put the inner container into the outer shell .
Cover the lid on the outer container and let the batch stand at room temperature for approx 10 hours .
Refrigerate and enjoy .
